GST improvement required

I think GST bill should be online on government portal, so that any can match his GST bill. If GST bill is original, then bill should be match otherwise bill must be fake.
I noticed at many places that shopkeeeper give me a bill of items that contains GST number and GST but after some times before filling to government he/she changed GST bill data according to his profit.
Let us a see an example:
I bought items of 1000/- with GST 18% = Rs. 180. I paid GST to shopkeepers for transfereing to government but I can not verify that he/she transfered to government or not.
After some times he/she can delete that bill or modify that bill e.g.,
( Person/CA manipulate that bill ) he/she can make a bill of 800/- with 18% GST = Rs. 144
So government did not get correct GST from the public and shopkeeper make profit which is black money.

So government should improve GST system.
